Kathy Moore Cowan
Kathy is the first Executive Director of LISC Memphis, where she leads the organization’s efforts to expand affordable housing opportunities, and improve neighborhoods and economic mobility in Memphis. For over two decades, she has worked collaboratively with others to strengthen and revitalize Memphis neighborhoods.
Most recently, Kathy served as VP/Community Development Manager for Regions Bank, where she was responsible for managing community development services, loans, and investments in Memphis and other markets. Prior to this, Kathy served as Senior Community Development Specialist with the Memphis Branch of the Federal Reserve Bank of St. Louis connecting banks, nonprofits, and others to further community development.
She also served as the inaugural President/CEO of The Works, Inc., a faith-based, nonprofit, neighborhood-based community development corporation (CDC) focused on housing and community economic development in Memphis. During her eight-year tenure, the CDC invested over $10 million dollars in the redevelopment of the South Memphis community. This is where she first met LISC, working with their subsidiary the National Equity Fund (NEF), the syndicator of The Works’ low-income housing tax credit development (Alpha Renaissance Apartments).
A native of Little Rock, AR, Kathy earned a BA in Political Science and Anthropology/Sociology from Rhodes College and a Master’s in Science of Planning from the University of Tennessee at Knoxville. Currently, she shares her expertise and time on the board of directors of the Community Foundation of Greater Memphis, the Blight Authority of Memphis, the Memphis Housing Authority, and Mustard Seed, Inc. She is a proud graduate of the Leadership Memphis Class of 2009 and the WestStar Class of 2010.
